How and where can I create an electronic card game from scratch?

Just as programmers create programs and game makers create video games from scratch, I want to create a card game I invented electronically from scratch, in other words finding or creating an “empty program” with nothing in it but includes all the building tools and maybe a “command box” where you type simple commands or functions and the computer does it. That is kind of what I am looking for, for beginners like me you know. And from there you have infinite ways to create all kinds of programs or games. To me I want to create my newly invented card game. I want my game to have similarities like the game solitaire (that is installed like in every computer) such as background, playing cards, etc.

I found gamemaker (www.yoyogames.com) to be the easiest to use.

But, be warned that creating even a seemingly simple card game is no mean feat especially for begginers. It involves lots of variables, functions, randomness operators. In fact, games like Mario, Sonic, Pacman are much easier to create than card games.
